园区管委会鼓励扶持企业发展的规定：

1、境内外企业、组织和个人均可在天津港保税区及其扩展区从事国 际贸易、国际物流、加工制造商品展销及相关业务、并享受相应税收优惠政策；
2、从境外进入保税区储存的货物不征收关税及进口环节增值税、消费税、不实行配额、许可证管理、仓储时间不受限制。货物在保税区与境外之间自由进出；
3、保税区企业使用境外的机器设备、基建物资、办公用品以及为出口加工所需的原材料、零配件、不征收关税及增值税、消费税、不实行配额、许可证管理；
4、保税区中外资企业均可开立外汇现汇帐户，企业经营所得外汇实行意愿结汇，从事保税区与境外之间贸易不办理收付汇核销手续；
5、在保税区展销境外商品，不需缴纳关税抵押金，不受时间限制；
6、企业在保税区内从事出口加工业务，不设保证金台帐，不领取加工手册；产品在保税区内销售免征生产环节增值税采用部分境外料件加工的产品内销时，只
交纳境外料件关税及增值税；
7、管委会每年拨出可支配财力的 30% ，在预算支出中设立"企业发展金"，扶持企业经营发展。

Brief Acount of Tianjin Anda Group's Project at TAIP

Tianjin Anda Group, established in 1988 has possessed of 501 million RMB asset, through more than 10 years development. Now, the goup has developed into a multi - function group, consisted of 12 subsidiaries, such as Special Vehicles Logistics, Automobile Marketing & Service, Special Vehicle Manufactures- a J.V. between Anda Group and French Lohr , Telecommunication Electronics used GPS System, Development of Computer Software & Hardware, and International Trading , ect.For supporting Group's multi-fanctional development, following the Bohai Golf economic deveopment trend,and meeting the requirement of Economic development strategy of Dongli District, our group purchased aland of 80,727.8 Sq.m at Tianjin Airport Logistics Park in Jun. Of 2004.It is located in Bonded Area of Tianjin Airport Industry Park..The TAIP has of a super location which is at north-east side of Tianjin International Airport, 10 km away from the down town, 30 km from Tianjin Port, and 110 km from Beijing. It is very convenient for Air-Land -Sea transportation, due to its connection withhighway, expressway, and railway directly. With its comprehensive & advanced infrastructures, it could be offering a qualified services in water, heating & power supply, local & international telecommunications,
data transmission, hotel, restaurant, shopping, and entertainments, ect.The design and construction of uptodate Central Business District shall be provided with world first classpublic services to the enterprises in TAIP. It also reserves spaces for those large-scale enterprises to setup
its own living quarters and office buildings.
In order to enlarge further opening up to the outside world, accelerate the construction the internationalport metropolis and the important economic center in northern part of China, fully play the radiating & drivingcapacity of Tianjin Port Free Trade Zone, encourage the investment, and promote the development of the enterprises, the Administrative Commission of the TPFTZ has stipulated the following regulations for encouraging & supporting the enterprises' development in the FTZ:
1. All the enterprises, organizations and individuals both at home and abroad could be engaged in international
trade, international logistics, processing and manufacturing commodities exhibition, as well as other relevant
businesses, and could be enjoyed all the preferential taxation treatments concerned;
2. The stored goods shipped to TPFTZ from abroad are exempted from the customs duties, value added tax,
and consumption tax in importation, there is no quota control & license limitation, even no limitation for the
storage time. Commodities are freely handling between the Zone and oversea areas;
3. Those imported machines & equipments, construction materials and office supplies and those raw materials
and spare parts for manufacturing re-exported products imported by enterprises established in FTZ shall
be exempted from the customs duties, value added tax, and consumption tax in importation, there is no
quota control & license limitation.
4. Foreign-invested enterprises located in the FTZ could be opening their Foreign Currency Account, and
their foreign currency obtained from the operation could be settled freely by their determination. The
transactions between the Zone and the oversea areas have no procedures for handling cancel after
Verification;
5. The commodities showing on the exhibition in FTZ, imported from abroad have no mortgage money of
tariff and no time limitation;
6. There is no need to setup a guarantee account book and get a manufacture manual for those enterprises
engaging in the export-oriented production in the FTZ; products sale within the FTZ are exempted from
their production VAT; the products consisted of some spare parts imported from overseas are only levied
the VAT and tariff on those spare parts imported when they have been sold locally.
7. The Administrative Commission of TPFTZ allocates 30% of the available Financial Resources to establish
"Enterprises Developing Found" in its Budget in order to support enterprises development.
